Статистика: в Алтайском крае не самые дорогие цены на дрова

Этот старый вопрос от классика русской литературы статистика дополняет самыми разнообразными и подробными ответами. Иногда они заставляют задуматься.

О дороговизне

Магия цифр в начале года действует как-то, наверное, особенно сильно? Вот, например, как некоторые СМИ в начале января представили выводы ИА «ФедералПресс»: «В рейтинге регионов Сибири по цене дров Республика Алтай и Алтайский край оказались в лидерах списка с самым дорогим кубометром дров. Если в среднем по Сибирскому федеральному округу за него нужно отдать 1864,8 рубля, то в Республике Алтай – 2958 рублей, а в Алтайском крае – 2818,5 рубля, следует из рейтинга информационного агентства, подготовленного на основе данных региональных органов статистики».

Утверждали также, что «рост цен в Алтайском крае за год оказался самым высоким в Сибири – за кубометр дров в этом году нужно будет отдать на 41,2% больше, чем в прошлом».

Самые дешевые дрова статистики отметили в Кемеровской области, где за один кубометр нужно отдать 1121,9 рубля, и в Республике Хакасии – 1172,6 рубля. Новосибирская область заняла третью позицию с ценой 1242,4 рубля за кубометр. 

Самым кричащим итогом из статистических данных стал такой: «В первый раз за последние пять лет стоимость дров в Сибири стала выше, чем в среднем по России. В том числе это связано с резким ростом цен, который произошел с 2020 года».

Всё познаётся в сравнении

Нам стало известно, что краевое управление по тарифам регулярно мониторит цены на дрова на общедоступных сайтах объявлений. По состоянию на 12 января в Алтайском крае цена кубометра колотой сосны в среднем составила 1766,7 рубля (колотой березы – 2600 рублей). У соседей в Республике Алтай те же кубометры стоят соответственно 2533,3 и 2750 рублей). Самые дешевые дрова в Сибири на указанный период – в Томской области: за 2173,5 рубля продают кубометр колотой березы.  

В Кемеровской области за кубометр колотой сосны нужно будет отдать в среднем 1900 рублей. То есть цена больше, чем в Алтайском крае. Подорожал и кубометр колотой березы в Хакасии. Там за него просят в среднем 3166,6 рубля. Это самая большая цена сейчас в Сибири.

Не все запасаются с осени

Сельские жители и раньше, и сейчас, как правило, подкупают дополнительно дрова в зимний период. Это происходит по разным причинам. У кого-то качество угля подкачало, кто-то больше дров берет для бани. Не всегда угадаешь ведь и с погодой. Кто ждет только морозов?

В управлении по тарифам есть текущая информация и по цене кубометра горбыля (срезки). В крае такой кубометр стоит в среднем 1633,3 рубля, у соседей в Республике Алтай – 1966,6 рубля (самая высокая цена в Сибири). 

Если сравнить все цены по регионам Сибири, то в цене кубометра горбыля край занимает сейчас второе место. По цене кубометра колотой сосны наш регион на четвертом месте в Сибири, а по стоимости колотой березы Алтайский край опустился к 12 января вообще на пятое место среди всех сибирских регионов.

Получается, что в крае дрова далеко не самые дорогие, как нас пытаются убедить, хотя все регионы Сибири находятся примерно в равных условиях. Тем не менее в СМИ распространяется информация о росте цен на дрова у нас более чем на 40%, которая якобы основывается на статистических данных. Но эти данные нужно применять корректно. В сопоставимом выражении цена на дрова в ноябре 2022 года поднялась на 11,59% относительно ноября 2021 года. Именно такое значение имеет индекс потребительских цен на дрова в регионе, по данным Алтайкрайстата.

– Мы регулярно отслеживаем эти цены. Мониторим сайты объявлений, обзваниваем поставщиков дров, взаимодействуем с администрациями районов, органами прокуратуры, – отмечают в управлении по тарифам. – Большую поддержку оказывают и наши коллеги-антимонопольщики. Сегодня в целом по краю цена колотых берёзовых дров без доставки составляет в среднем 2600 рублей, сосновых – от 2000 до 2300 рублей за куб.

Это на уровне наших соседей по Сибири. Большинство регионов имеют схожие значения фактических цен. 

Кстати

Алтайский край является единственным регионом Российской Федерации, где граждане вправе заготавливать древесину для собственных нужд на лесных участках, находящихся в государственной собственности, а также приобретать древесину для указанных целей у арендаторов лесных участков. Граждане, испытывающие потребность в древесине для собственных нужд, вправе подавать заявку до 1 июля текущего года, чтобы получить право заготовить дрова в следующем году, в органы местного самоуправления.

Реализовать право на получение дров (до 8 кубометров в год) для отопления жилого дома можно несколькими способами. Во-первых, приобретая у арендаторов по цене, установленной Минприроды края в размере 500 рублей за кубометр без НДС (на лесосеке без распиловки). При этом арендатором могут оказываться дополнительные услуги по погрузке, доставке, расколу древесины по нерегулируемым ценам. Во-вторых, заготовку можно вести самостоятельно, по договору с Минприроды края, по установленным администрацией края ставкам от 0,2 до 10,1 рубля за плотный кубометр (дровяная древесина на корню).
